Where are these accents from?

Hello everyone, I'm not a native speaker and I'm learning to speak English. I really love these two accents and would like to learn how to speak like them. I’ve been analyzing Chris Redfield’s voice from the Resident Evil series, by Roger Craig Smith and Captain America's voice by Chris Evans. Their voices sound so great. But I can’t pinpoint if it matches a specific regional accent in the United States or if it’s more of a neutral American accent. I will post two YouTube video links as examples: Could you please listen to the voices and tell me what you think? Do their voices remind you of a certain city or region? I want to then do my best to research those please to learn those accents. Thank you for your help. these sound general to me, not particularly regional in any way. more than anything, these two characters have authoritative "military tough guy" Hollywood-style voices. they're speaking very deliberately for a particular environment, annunciating way more than the average speaker would in a day-to-day interaction. their style of speaking is very specific to the settings these characters are in and the archetype of character they're portraying.

The reason it sounds good is because it’s a fake accent that is meant to sound good to people who are watching it. Even the marvel movies themselves have poked fun at how he sounds. I wouldn’t advise language learners to model their accents from characters that they see in entertainment.

As an Australian I can only point out that it’s a rhotic accent, so that does mean it has more in common with some accents than others.

Thanks for the feedback everyone. Although it's advised I shouldn't model these voices, I still really want to at least try. Could you tell me what is the real life next best thing that might at least resemble these voices?

Please don't try to talk like the hero from an action movie or video game. You will sound foolish. Steve Rogers is supposed to be from Brooklyn and yet he does not have a Brooklyn accent (or any other New York City borough variant accent either).
