Do these sound natural?

It's not enough to seem fair, one must be fair. It's not enough to seem to be fair, one must be fair. Seeming fair is not enough. One must be fair. Seeming to be fair is not enough. One must be fair. We needed someone tall. He looked tall enough. Then and there looking tall was enough.

For your "fair" sentence, the first option reads best to me.

As far as my opinion on each 'line,' this is how natural they sound as conversational sentences: I think the first one sounds natural. The second one seems to be getting at a slightly different point and does not seem as natural. I think the third sounds natural and deliberate. I think the fourth one makes sense but is wordy. I think the fifth one makes sense, but the third sentence doesn't sound as natural as the first two.

FYI The first two sentences either need semi colons or periods where you have the commas. They’re not grammatically correct as is. That being said, 1 and 3 are natural enough. Although I’d argue the word “acting” might be a better word than “seeming” in all of them.
