What should I choose?

Hello, I am learning English, but I have a problem, which is that I can understand most of the words 70%, but I cannot speak. I literally forget the words that I know and understand. If you find it in another context So I am confused, either I practice speaking, which does not help me acquire new words, but I have become able to speak, or I focus on learning new words, which does not make me able to speak, and I will remain in the same problem. Thanks for reading if you have any suggestion please tell me

Focus on skills (speaking, listening, reading, writing) rather than vocabulary. As you become more competent in *using* English, you’ll find yourself coming across new vocabulary and using it in its proper context, which will help you remember. Just memorizing vocabulary words will probably not lead to acquisition of the language itself.

Don’t worry about new words. You’ll learn as you experience life. Talk about new topics and you’ll learn (hear) new words.

Can you afford a tutor? You can speak AND learn new words that way. If your speaking is good enough to converse with other learners perhaps a speaking club

Fluency is about communication. Fluency is not dependent on knowing extensive vocabulary. Try to find situations to develop your speaking which will push you to use more active vocabulary . When learning new words check their frequency in English. A good online dictionary will give you this info. Make sure you consult a 'learner dictionary' though. I think the Macmillan learner dictionary indicates this by marking words according to how frequently they are used in English (colour for coded if I recall)

Learning any difficult skill is about being exposed to countless examples, and struggling to figure out how everything works. You have to be bad at it before you can be good at it. Try watching English-language content (shows, YouTube) and taking notes. That will provide plenty of examples.
