This is lyrics of a song. I think *where you are* doesn't really make sense but where are you does (since *I can't find you*). I don't know if it's any kind of word playing. Song lyrics often use poetic license, and don't stick rigidly to logical grammatical rules. Your interpretation of the lyrics is as good as any I could come up with. Leaving things open to interpretation is often a deliberate artistic choice. I'm genuinely baffled by how many posts here express confusion about song lyrics being "ungrammatical". Don't song lyrics in languages other than English indulge in poetic license and word play?

From what I can tell, this song was made by Xueran Chen, a Chinese singer/composer who (presumably) is not a native speaker of English. Also, like others have said, songs do not always have standard grammar. "Where are you" would be the natural way of saying things in everyday speech.
