No, none of them.
“I threw away the leftover rice.”
“I threw the leftover rice away.”
“I tossed out the rice left on my plate.”

Are you trying to say you threw the rice in the garbage? I would say, “I threw away the rice from my plate” or “I threw out the rice from my plate.” Otherwise it sounds like you have a plate of rice and you’re sort of using the plate to launch the rice into the air. The 4th one sounds like you’re throwing rice from your hand into an area away from the plate. Of the 4, the second and third are closest and you may be able to get by with one of those, it’s just a bit clunky.

I would probably use the word “scrape” to describe getting food off of your plate. “Threw” sounds like you swung your plate so the food flew off. If you’re using your utensils to push food off and into the garbage, you could say “I scraped the food off my plate”
