She is disappointed that he hasn't been a supportive partner to her. In that sentence, she's saying, "either we work together, or we break up." She wants him to fully commit or just leave her, rather than only committing halfway.

Either a) We both fully commit to doing this, or b) We both give up. It's "all or nothing". Both of us, or neither of us.
