What is the purpose of "this is in" if right after EU he says cannot, like, it just does not make sense "this is in Roma cannot buy" how does that make sense? Someone please enlight me

It is not how a native speaker would say this. Given they are talking about Baltic countries, it seems fair to guess they are from one of those countries. Or maybe they just didn’t proofread their comment. People make mistakes, the internet is not a place where everyone follows all grammar rules or uses correct spelling all the time. I imagine what they are meaning is something like “Baltic countries (that are a part of the EU)”. Difficult to say more given the lack of context, but they seem angry that Baltic countries which are part of the EU are not receiving something which other EU countries are receiving.

You're right to be confused, that sentence has incorrect grammar and confusing word order. I think he's saying "Why are Baltic countries, which are in the European Union, blocked from buying this thing, but other European Union countries are allowed to buy this thing?"

Baltic countries are in the EU but can't buy it. Other countries in the EU can buy it.

I may be wrong, but I \*think\* they are saying, "why \[the fuck\] are Baltic countries not able to buy it, when other EU countries can, even though they are also in the EU?" I don't think the person who wrote this is a native English speaker (which wouldn't be surprising, since they probably live in a Baltic country).

It's poorly written by a non-native speaker. Should say something like: > Why the fuck can't the Baltic countries, which are indeed/also in the European Union, buy it, but other EU countries can? Even that is a bit awkward with all the commas, but I didn't want to restructure the whole thing.

You shouldn't assume every comment you see in English on the internet is written by a native or proficient speaker. This definitely isn't.

If it gave you a stroke, why post it here? You can't learn from it. If it doesn't affect your life (i.e. your boss sent you this message and you need to understand what he might mean) then try to scrub it from your brain and move on to good English content :)

This is grammatically incorrect and it was hard for me to read, too. It should be: “Why the fuck can’t Baltic countries, which are in the EU, buy it, when other EU countries can?

Theyre ESL from the Balkans. This isnt proper form in english, but its almost understandabld to fluent speakers, so they've probably gotten away with their english being quite poor. "Why do Balkan states in the EU have a harder time trading with the EU than Balkan states that are outside of the Union?"
