It is a spatula. Annoyingly, the utensil used for turning things over (rather than scraping things like this one) is also commonly called a spatula. Calling this a *baking*, *silicone* or *rubber* spatula will disambiguate.

Everyone here is saying it's a [rubber/silicone] spatula. However, the term 'spatula' can be ambiguous - even when you ignore British vs American English. Do [a search for "spatula"](https://duckduckgo.com/?q=spatula&iax=images&ia=images) and you'll see the above image but also a very different kitchen utensil.

Rubber scraper. Anyone who tells you it’s a spatula is lying. Spatulas are rigid and suitable for *flipping* food.

Some people call it a "rubber scraper" but only when there's a large, pancake-flipping style spatula in the same room they want to avoid confusion. They can both be called "spatula"
