It mainly is done by native speakers who never learned grammar and punctuation rules in school due to certain educational fads that have controlled English instruction (in the United States, at least) over the last 20 years or so. I think this is an example of a "grocer's apostrophe," which is basically when someone who doesn't understand how apostrophes work uses them unnecessarily.
