I think they expect "organisation" - it is *disorganised*; badly arranged. But that's not really what a long queue would "highlight". A long queue usually means they don't have enough staff. I suppose if their systems are generally disorganised, then that *can* cause long queues - because things take longer to process. But that's not clear.
It's a bad question, in general. For example, "communicate" would be fine for 1.
I'm guessing 4 is promoter? But organiser works too, so... it's just bad.
Regardless of the right/wrong answers, it's a badly-written letter.
Find better training materials.
