If you were describing her to someone else, you’d say that she’s blonde. Yes she’s naturally brunette but currently her hair is blonde even though the roots are showing a bit.

She's blonde, but her roots are showing.
tiragooen
She's a bottle blonde
Auttiedraws
Blonde. calling her a brunette would be pointless as usually people call people the hair colour that's most visible and if you were describing her, you'd use blonde since only her roots are brown
Ok_Television9820
She’s a beige.
raulgf92
Brunette is not a lady turgent? Something like Marylin Monroe… Women as Spanish Guitar

Sounds more like a philosophical question than a linguistic one. She's definitely blonde, but one that is too lazy to re-dye her hair when needed and her roots reveal her natural color.
DittoGTI
She is blonde with dyed roots
JamesStPete
If you saw this person in life, you'd say she was blonde.
ChattyGnome
Blonde.

Looks blonde to me but I'm colorblind.

Probably a blonde, but if you wanted to be extra specific you could say she's a natural brunette with dyed-blonde hair or that her brunette roots are growing out.

This isn't an English question, as OP obviously knows the terms blonde and brunette. It is a philosophy, style, or judging-other-people question, but English knowledge here is not lacking.

Ridiculous post

She is brunette by nature but blond in her soul.
zeatherz
There’s a term “bottle blond” to imply that it’s dyed/bleached, versus a “natural blond”
Legolinza
She’s a bottle blonde

To everyone saying this is a silly post: it's tagged as semantics for a reason. There are some places where light brown and ginger hair are both called blonde. There are also some places where darker bondes are called brown. This is a semantics question about terminology in English speaking places.

In Japan she would be called pudding, as her hair looks like Flan Pudding

Both sentences are correct. You could also say "She's a blonde" or "She's a brunette".

I woulda never thought you could connect people who dye their hair and trans people in an allegory so seamlessly XD

She's blonde right now, but her natural hair is brunette
Shewhomust77
I would say she has blonde hair or brown hair rather than making it her identity, why do you ask?
Due-Fennel9127
she's taupe
Estebesol
Suicide blonde (dyed by her own hand). We would say blonde, even though it's obvious she's a natural brunette. Most blondes are naturally brunette.
Odd-Marionberry7233
She is anya taylor joy

I’d say she’s blonde, usually you comment on the color she was going for. If I have blue hair and my ginger roots are showing no one’s likely to call me a ginger.
TheMissLady
Id say "dyed blonde with roots showing"
BobbyThrowaway6969

She's currently blonde, was a brunette.

If I was sassing her I'd say "She's a bottle blond". Bottle blond is slang that refers to the use of bleach to achieve blond hair. You could also say "She's a blond but her roots are showing". If she's just come from a salon, that style would be called a shadow root, it's used to help blend in regrowth. If the hair grew out that would be a blond ombre. Generally hair is described using it's current state rather than the natural colour. Even if you can see a little regrowth.
61PurpleKeys
She is blonde, but her natural hair colour is brunette.
AnAuthorElijah
She’s a blonde but her hair is brown. Meaning she was Born blonde but over time lost the color due to normal hair color loss patterns but has a different tone than a brunette. A light brown sort of a faded blonde. Some stay lighter others can go way brown.
wowbagger
Fake blonde.
SmileBe4death
She is brulonde
Rhytidocephalus
She's pinto.
Unlikely_Afternoon94
I would call her an ambulance as she's clearly having a stroke and/or some kind of allergic reaction. Enormous pupils, one bigger than the other. The mouth pulling to one side. And the neck muscles contracting so much that her neck looks thin enough to snap under the weight of her head.

ComprehensiveBar3076
She needs to get her roots done.

Bottle blonde. It's a very specific term for a blonde with a bad dye job.
