What do you think is the best way to learn English

Hello, I’m Korean and i’m planning to live United States in 10 years. But I have trouble with learning English I can understand what people are saying when written. But my writing and speaking skills really suck Even in this post there may be some awkward expressions. So what do you think is the best way to learn English especially for writing and speaking

An earthquake was reported OFF Malibu

Does this sentence imply that the earthquake happened in the ocean? As far as I know "off" means away/leading away so OFF MALIBU could mean somewhere near Malibu, but my friend says it's implied it happened in the ocean

Is it "Lunar New Year" or "Lunisolar New Year"?

As the title says, I once saw a comment confirming that Lunisolar is the right term since we are using Lunisolar calendar.

I find it hard to pronounce '-ther'

Like in words such as other, mother, or brother. I've been pronouncing it as -der, but I recently found out that it's not correct. I'm trying to fix it, but it's still difficult for me.

He is white and born in the US, and he mispronounced so many words, such as plaque (verb), plaque (noun), tear (noun), tear (verb), ague, chalet, Terpsichore, vicar, mica, similes and so on.
